[dcplusplus-devel] patch: links to Launchpad bugs in the changelog

changed the gen_changelog script to recognize [Bugzilla bug XXX] and 
[Launchpad bug XXX] instead of previous [bug XXX] (and changed that in the 
changelog itself, too).
