#235 Include the CACHEDIR.TAG file in archives

Currently (dar 2.8.3), if CACHEDIR.TAG exists in a directory, nothing in the directory is archived.

I think the CACHEDIR.TAG file itself should be archived because that file is not itself cached information.
For example, if a complete restore is done from nothing, the directory and the CACHEDIR.TAG file should be restored to obtain a correct result.
