Summary: Portal Look and Feel

Initial Comment:
Portal visual layout of the site is managed in a number 
of different places, in some cases it is in the XML files, 
in others it is in the XSL, this is very messy and must 
be tidied up so that all visual stuff is done from a CSS 
file.
 
Portal L&F of the auth part of the site is not quite 
correct. 
Cricket sunlet is white.
Navigation menu is too wide on the customise page.
Clicking a link in the WIki Changes sunlet opens the 
wiki in the frame, when returning to the portal it opens 
the whole thing in the frame, resulting in two headears 
for the page.
Portal admin page has wrong color header and the text 
refers to sunSpot not Fanfoot.
Some of the buttons in the admin section have German 
text.

I'm deleting this bug as the portal is not currently part of this effort. We will 
migrate the fanfoot portal work to this project when the core has some 
useful functionality.
