In the Picture Editor, when I use the magic wand to remove anything white and delete the white space (so that it becomes transparant), it sometimes doens't select all white space.
The "Wand" sometimes thinks there's a border that isn't white. Which is white, actually.
I have circled the 2 differences:
Most left circle: unwanted result.
2nd circle from left: correct - the way it should work.

Images are created in Windows Paint. Saved as 24 bit BMP.
(The colors now look a bit pixely, but that's because I saved it as a "gif". Maybe I should have used jpg. )
About the cap file.
I reproduced it as follows:
- insert sprite
- load bmp file
- close & save picture editor
- insert frame
- load bmp file (with red colors)
- use magic wand: problem arises!
It's a problem you can't always reproduce, but hopefully this cap file shows the problem.
Cap made in v0.99.62. But previous versions also had the problem. It's not a new problem.
