#760 dlgConfigureTools resize for long tool names

Hi,

If you add a long named tool by Tools-Add, dialog size doesn't change and buttons section becomes unreachable. See ss below:

This patch fixes the issue. I also removed the option (proportion=0) of vertical buttons' container as it is not needed to grow with listbox.
