#340 Feature request: per-target custom build commands

Currently I make good use of custom build commands for specific files, but this has the downside that my build commands must be the same for all targets on all platforms.

It would be very useful to be able to specify custom build commands for specific files with different commands for different build targets (or no target specified, for backwards compatibility with the current behaviour).
