Files behave as if they are parts of the currently selected project if they are in any project in the workspace, when attempting to use menu "add file to current project" actions. This is a bit confusing to explain, so here are steps to duplicate:

1. Load a workspace with one project in it
2. Add another (empty) project to the workspace, and select it
3. Open a file in the editor that is part of the first project
4. Right-click the file tab, and note that the file behaves as if it is already in the current project, although it is in fact not:
   

Expected behaviour would instead be to see the "add file to current project" option whenever any project is selected that does not have the file in it:
