#1218 Enhancement of "Select target" dialog

The "Select Target" dialog than opens when click on "Debug/Continue" with C::B workspace or cbp file does not have an option to "not pop up " and as such this is annoying when you make allot of small changes and want to check them.

It would be nice if the "Select Target" dialog had an option to not show if the following (there may be more) do not change during the current C::B session: * Project arguments * Project properties * Version changes * Build options * Activate project

The do not show is to NOT persist between C::B sessions (aka do not not saved state in the config).
