repackaging complete

The repackaging is done.

I want to move to "EXT" and export the following:
        sys::getenv
        sys::special-variable-p
        sys::arglist
        sys::current-language (this goes into "I18N")
is it okay?

Bruno, when are you going to release 2.25.1?
It would be nice if you did this ASAP - then I could check in my changes...
