I personally like the acronyms. Surely there must be a way to reliably retrieve them from the system on Windows? Wouldn't this work best for everyone? The 'local time' setting is supposed to show the time in a more familiar format, and at least in North America, PST looks a lot more familiar than GMT+8. As for whether to make it an option in celestia.cfg: it's easy to do, but I'm concerned that adding an obscure setting to that file isn't really addressing the problem. It's a solution that works for the small minority that takes the time to tweak celestia.cfg, but 95+% of users will only every see the default. This applies to a (just slightly) lesser degree to settings that are configured via some obscure dialog box. I guess if it really is a matter of user preference--rather than just working around an annoying Windows idiosyncrasy--then I support having GMT+offset as an option in celestia.cfg, with acronyms the default on all platforms.
