It seems that dtwm (as well as mwm) does not like switching to non-latin keyboards.
Trying
setxkbmap -layout us,gr -option grp:alt_shift_toggle
or
setxkbmap -layout us,ru -option grp:alt_shift_toggle
Now switch to ru (or gr) with alt_shift.
This partially freezes the WM: you can not move any window, you can not open the window menu from the top left corner, you can not minimize-maximize, etc. The panel in this state works a little better (it's menu on the top left corner does work, for example).
The WM returns to function when you switch back to us layout !!
This happens with any other toggle combination (not only alt_shift)
This happens in any locale. This problem should not have to do with the locale setting. Keyboard should be independent of locale (think of an American philologist
(happy with LANG=C) in need to write a Greek passage).
