#32 dtfile table formatting bug with non-latin filenames

This bug is similar to bug 27, but happens in the detailed view.

When using UTF-8 locale the dtfiles's detailed view table formatting
is garbled on non-latin filenames: non-latin names take less space than they should (see screenshot below).

Steps to reproduce:

1. Select an UTF-8 locale when logging in into CDE
2. create directory with files that have latin and non-latin names of same length
3. open the directory in dtfile and select View/Set View Options/Representation/By name, date,size...
