The open clip art has sorted this out in one way by making a request submission upload type where people can upload a basic graphic of what they want. Ideally, this could just be text and then others can fill the request and any filling of this is linked to as a remix. Open Clip Art Library still hasn't added this non-file-type upload. I know Victor has some ideas about this ;) Does this type of system solve your problem? Or, do you need something more abstract/generic?
