#50 Entering Japanese tags in cc-host

Tags written in Japanese are silently lost on the openclipart.org setup of cc-host.

To reproduce:
Go to openclipart.org
Upload clipart
Enter Japanese text as a tag (either from IME or pasted from here : これはタグです。It says "this is a tag")

Actual results
The tag doesn't appear in the list of tags for the clipart, nor in the page for browsing tags.

Expected: Japanese text treated the same as English text.

This probably affects other languages, but I can't test that so easily here. Japanese text can be entered to other parts of the site, for example in descriptions.
