[brlcad-devel] Added new Files section, BRL-CAD Runtime Libraries

I recently added a new files downloads section on the sf.net project site called "BRL-CAD Runtime Libraries" so that we have a means to more readily distinguish between full distribution releases and other downloads.  I've moved the (pretty cool) Windows DLL downloads into there that Daniel put together, preserving the download counts and notes.  It may be beneficial to follow suit with a similar "unified" library download for other platforms as well for users that are merely interested in the geometry modeling kernel aspect that is provided by librt and company.  Either way, this will hopefully minimize confusion with the full distribution releases especially when the library download is more up to date than the platform, like is the case now for Windows.
