[brlcad-devel] bu_vls_encode/bu_vls_decode Conundrum

I have turned on a regression test for the current state of the
subject bu_vls function pair.  I would like to repair them based on
the results of the current tests, but I'm not sure exactly what the
intent of the functions are (e.g, the current description in bu.h
doesn't reflect the current state of the functions).

Before we try to fix or enhance the functions, I suggest we describe
completely what is expected to happen now and what is desired (i.e.,
write some degree of specifications for the functions, in particular,
how or for what purpose are they intended to be used?).
