Initial Comment: There is a CAD software package called Spaceclaim that has a STEP to BRL-CAD converter. It converts objects to BOTs in BRL-CAD. It is specifically written to bring in NURBS boundary representation geometry common in other commercial CAD systems. So, no, it generally won't bring an object in as a BoT unless it's a mesh format geometry to begin with (in which case it could come in as a BoT or a polygonal NURBS mesh, but isn't presently implemented to do either).
