While the binary builds do presume OpenGL, it's not required to run -- you can either 1) compile without OpenGL support or 2) run in "classic" mode where you can select a different display driver. For 1) download the sources or check them out from CVS, compile, and install. If you're using 7.6+ then it should auto-detect the lack of OpenGL during the compilation and compile without it. For 2) run 'mged -c' and select the "X" display device (default will probably be either "nu" or "ogl") to attach to. You won't get the Tcl windows shown in the new documentation, but all the functionality is there.
