This change had to be reverted.. it didn't work at all as ReadEnvStr must
be called within a function or a section.  Additionally, PROGRAMFILES
cannot be set (i.e. its a constant defined by nsis).  There is a change
applied to svn head that may work for localization, but it needs testing.
