My objective is to install and compile BRL-CAD and to analyze it. I also need to create blocks with BRL-CAD. Is there anyone who can help with this? I am willing to compensate. Thanks!

You don't need to compensate, you just need to be more specific and detailed with your questions. I suggest joining the brlcad-users mailing list and posing your questions there. The forums work, but the responses will tend to be slower.
As a starting point, I suggest going through the MGED Introduction if you have not already, listed at http://brlcad.org under Documentation. That gives an overview of some basic fundamental usage.
