#233 Move Line Up/Down not working

Move line up/down not working for either toolbar selection or keyboard shortcut.

It's working alright: but it requires that you first select one or more lines.

If you want it to work without having to select the line first, you have to press the Ctrl-button (Ctrl+Alt+Up/Ctrl+Alt+Down).

This was done because it was too easy to accidentally press alt-up/alt-down and move lines without wanting to.

OK, you have to select something first.
Ctrl-Alt-Up/Down in my set up switches the monitor image upside-down and back, so cant use that.
Other editors use Alt-up/down and never really have an issue.

I'll change it so that it works without a selection using just alt+up/down.
