Internally Boa uses the %HOME% env variable for this purpose. On NT like systems this is %HOMEPATH% CVS also requires a %HOME% to be set on windows (to store passwords), so I made the decision long ago to require windows users to define HOME if they want to store the resource config files in a home dir.
