It seems to me that aclocal does not find libtool.
Do you have libtool installed?

If you do, aclocal does not find the file `libtool.m4' which defines
`AC_PROG_LIBTOOL' in its m4 directory. Try `aclocal --print-ac-dir'
and symlink or copy `libtool.m4' there or use the -I option of aclocal.
