#281 warp link limit and restriction

After the last economic changes, warp link restrictions
and limits can be bypassed.
By being in a different sector creating a warp link back
to a sector that is already maxed out, or the person in
control of the sector said no warp editors can be used,
can still be done.

Not always. I've had it stop me from doing that (I didn't
know sector was occupied) but I'm pretty sure it should have
stopped me, other times.
