I discovered that by using trade routs to drop my
torps/fighters that I could put them on planets with no
base that I was not allowed to put them on using the
standard, slow way. This is sort of a way to avoid
having to pay to put in bases i suppose.

Perhaps its unrealistic to be able to put fighters/torps on a
planet with no base to support them. So I'd agree that it's a
bug.

Also I was playing and had a bounty placed on me by the federation, disallowing me to use special ports, except with trade routes I could use the special ports
