[Belts-developer] Please help me for the following BELTS issue

What do I do if I do not need and want to avoid :

(1) HTTP Prxy setup,
(2) Mail Dispatcher Service,
(3) Provider Setup,
(4) BELTS Provider,
(5) Scheduled Update Setup,

I do not need those features to start with.  Can I bypass all these =
setups
and start the server ?
