I presume that we can't do anything about that in the 2.2.0 manual.
For the 2.2.1 manual I suggest that we change it to a link to the
FossHub page rather than directly to the manual:

Download the zipped manual by left clicking the relevant link on this
page: https://www.fosshub.com/Audacity.html

That will be one less thing to remember at release time.
