[Audacity-quality] Reverse applied to Label tracks (and Time & Note tracks)

1) Is this intended behaviour - or is it a bug?

2) Is this required, sensible behaviour?   If so we should document it.

I'm minded to agree with Steve that current behavior here is "odd" (and for
me unexpected).


A) Note that Time tracks cannot be reversed at all - certainly not on their
own - and not even
if (as with label tracks) you select the audio and the time track.

B) Note too that Note tracks (MIDI) cannot be reversed either.

We do not currently document A or B - I'm thinking we should at lesat make
some reference,
