[Audacity-quality] Quick-Play Region and waveform region offset from each other

This happened fairly recently, observed in "ce09f4b" (12-sep-16) but
not in "43b4d3c" (08-sep-16)..

Generate Tone 30 seconds. Use Selection Toolbar (just so you can
accurately select in the waveform)  to select from 5s to 15s.

The Quick Play Region looks to be aligned with 5s to 15s but the
waveform region is offset to left of that. When you hit SPACE,
playback starts at the start of the waveform region, so before the
Quick-Play Region.

It does not look so bad zoomed in but I don't think it is acceptable.
Is one of Paul's number changes the cause?
