[Audacity-quality] Align Tracks Together (with labels)

What is the expected behaviour for label tracks when we use "Align Tracks
Together"?

The current behaviour uses the time=0 point of the label tracks as the
"start of track". This is perhaps unexpected as wave tracks and MIDI tracks
use the first audio/MIDI clip as the start of track.

Does it actually make sense to move label tracks with "Align Tracks
Together" or would it be more useful to just leave them in their original
positions?
