Yes, I did.  It is now checked into Audacity CVS.  Sorry for the delay!

Currently these can be translated only by "hacking" the plug-in files.
It should be possible in the future to add translations for them to
the audacity.po files.

I am also interested in creating complete localized downloads
(especially for the Windows "installer" version), which would include
a translated installer program, plug-ins, and help files, so that users
would not need to read any English text...
