[Audacity-devel] 1.3.13rc3 freeze

Haven't heard from Martyn yet about what's the best UTC time for
freezes, such that rc's can be built without forcing some builders to
stay up too late.

I believe it's now just after 8pm in London, 7pm UTC. I think that's
probably a reasonable time, and just after noon here in California. If
we set it for 19:00 UTC, we'll have a few hours before Leland gets home
from work, but I think that's okay, relative to not making it too late
for east of the Atlantic.

I haven't seen any other P1's or P2's noted.

So I'm calling the freeze for right now. Please build and post the rc3's.
