True, but this is *very* late in the beta cycle (1.3.0 was released Nov
2005!) to be making such a change, especially because of translations.

It was really non-standard terminology and not really descriptive (there
are *many* more controls now than when it was first named "Control
Toolbar"). So yes, if there are good reasons, we can make changes.
