[Audacity-devel] ATRAC3

A user asking about support for ATRAC3 made me realise this isn't in 
our FFmpeg support. I understand it's in FFmpeg as LGPL but
reverse-engineered, so (roughly) does that leave it undistributable,
plus only legal in countries not respecting software patents?
