money and decimal precision fixups

Added a new 4gl function 'aclfgl_call_in_shared' -
that last two parameters should be a share library file and function

File.4gl:
function func(a)
define a char(20)
display "Hello ",a
end function

Compile this as a DLL
$ 4glpc --as-dll File.4gl -o File.so

You can then call it using

main
call aclfgl_call_in_shared("Bob",
# Last two parameters are file and function name..
"File","func")
end main

Ensure key values are initialised before they are required
