As of version 3.4, I see that you no longer restrict changes in the third place of the version number to bug fixes. Will this remain the case in future or are there plans to make a stricter distinction in this matter again?

No... since 3.2.1 was the latest release for a long time I would start the table with this version and discard older releases.

I was not aware of this convention in older releases, but we can handle it like that.
