#92 Allow re-ordering of file attachments

This patch allows file attachments to be re-ordered
more quickly.

Our content authors kept complaining about the ordering
system for file attachments. Sometimes there would be
many file attachments (more than 20), and they would
want them in a specific order. This could be quite
time-consuming using the "up" and "down" links.

This patch allows the user to click the "edit" link,
where there is a text field "Move to position". This
allows the user to move the item directly to a chosen
position in the list.
