[Apcupsd-users] Shuts down too soon

Windows XP SP3
APCUPSD 3.14.8
APC Smart-UPS 1000VA (LCD Display) USB connected

APCUPSD gets notified when a power outage occurs properly and goes into 
on-battery mode.  I have the monitor polling every 5 seconds so it 
appears to give the shutdown command to the computer around 20 seconds 
of battery operation.  Trouble is, that I have it configured to run for 
at least 3 minutes before it shuts down.  The UPS has been on power all 
day and reports 69 minutes of battery life.  Here are my .conf settings:

ONBATTERYDELAY 6
BATTERYLEVEL 30
MINUTES 5
TIMEOUT 0

Networking option works well and commands the slave to shutdown before 
the master shuts down.
