[Apcupsd-announce] apcupsd-3.13.12 released to SourceForge

I've released 3.13.12, which will hopefully be the last release before 
3.14 goes gold.

This release is intended primarily as a platform to test the new RPMs.

If you rely on RPMS, *please* take the time to test the new packages 
that Scott has built. As detailed in his release notes, there have been 
some minor changes to the package structure. You can find Scott's note

As always, please report any problems to apcupsd-users and we'll work to 
resolve them quickly.
