Would you please follow the steps in apcupsd/driver/install.txt and 
describe in detail exactly what happens? Start by uninstalling the 
libusb driver and switching back to the standard Windows UPS driver. 
Then follow the instructions in the file to install the driver and 
report exactly what happens. What the DeviceManager tree looks like 
before and after the install, any errors along the way, etc.
