The first thing that jumps out at me is that that's not a URL.

Example of a URL:
http://1.2.3.4/nagiosv2/cgi-bin/apan-sql.cgi?host=3DGESTION_PORTAL&service=
=3DPING

What error are you getting when you click your link?

You can turn up debugging in apan and get plenty of helpful info, as
well.
