ShapeImEx is a Windows tool for importing/exporting shape files from/to a with PostGIS spatially enabled PostgreSQL database. ShapeImEx is a GUI frontend for pgsql2shp and shp2pgsql which come with the PostGIS extension.

Source code in C# for wrapper classes for ShapeLib.dll (http://shapelib.maptools.org): a library for reading and writing shape files ( shp shx and dbf).

Simultra is an open-source, hybrid road traffic simulator designed to handle large roadmaps in real-time. It combines microscopic and mesoscopic simulations into one multiagent hybrid simulator. The large-scale maps are modelled mesoscopically in real-time, and the complex traffic interactions benefit from detailed agent-based microscopic simulations. To resolve the concurrency issues within the maps representation and the meso-micro transitions, Simultra combines an event-based mesoscopic model of the maps with a more detailed physical engine.

SkyJUMP is an open source GIS program for the creation and use of facility maps and data on small to medium sized areas such as cities or military bases. It is written in Java and based on JUMP from Vivid Solutions.

SmartMap (C# cross-platform) is a procedural style world-map creation utility or "Desktop World." A simple scene manager is included using plugin style building blocks and object pathfinding.
