Thank you for your answer. It turned out there was some status corruption. The UI said duplicity was not installed, but apparently, quite some time back, I tried to install it and there were leftover files, including /usr/bin/duplicity. The status file in /mnt/md0/Alt-F/usr/lib/ipkg said it was installed. Once I deleted these files, fixed the status file, and symlinked ssh and scp to /usr/sbin/dropbear, the install worked.
