Todd, I am grateful for your help. Turns out my windows installation crashed pretty badly yesterday (no more booting...) and I had to reinstall windows completely. My windows installation with the bug was 1803 the installation files brought it back to 1709. So , I cannot reproduce the bug at the moment, but when windows will update itself to 1803(can't stand the automatic updates...), I could at least have an idea that it might be the problem source... I thougt it was either that, or the java JRE......

Since the last windows 10 update, NCIDPOP does not load properly. It starts and hangs there indefinitely.
