I wouldn't want to remove that core Tk behavior because it means you could swipe out and it would still paste on you. Adjusting the delta in the core that controlled "mouseMoved" would be the better approach.

Updated in cvs with r1.105. Need to grab manually to fix the issue. The problem was SF adding redirects into the source download.
