Yes the HTK site is down at the moment. I don't know how long it will take but I hope that it will be online again soon.
Due to licensing issues I can't share my HTK copy. Sorry.

I cannot find the HTK toolkit at the url listed in the installation instructions, ie:
The HTK-Toolkit comiles the speechmodel. To use it, you have to register at http://htk.eng.cam.ac.uk/register.shtml. After retreiving a username and a password, you can download the binaries from http://htk.eng.cam.ac.uk/ftp/software/htk-3.3-windows-binary.zip.

I have performed the install of the windows binary and have *exactly* the same problem with the failure to find the Users DB.
I have checked that the DB file (simon.db) exists and is in the correct location. I have checked that the DB file is OK using a SQLite Browser. When I try to Add a user I receive the same error message "Couldn't Add user"
