• release 0.4

  This release really fixed test0004 and test0011. Definitely. (I removed both tests completely. Turns out, test0004 can't work because the Standard C library supplies no information about the time zone, & test0011 was a duplicate of test0004.) Updated the documentation in minor ways, but it's pretty much out of date still. Documentation improvements are probably top of the list for release 0.5.
