This bug has been fixed in the source tree. You can also just delete the TigerBundle.bundle that is inside the VineServer.app.

Just tried running VineServer on a 10.3.9 system (which is an especially important target, since it there is no built in Apple VNC server) and it crashes.
Here's one of the many crashes from the Crash Reporter logs:
