[xine-user] problem with toggle of xine launch/quit using LIRC remote control

I have a problem with the toggle of xine launch/quit using LIRC.

The following entries are in my .lircrc:

This allows me to turn Tvtime on (launch the app) and turn Tvtime off 
(quit the app) using a toggle every time I hit the "tv" button on my 
remote.  This works!

begin
   remote = myremote
   prog = irexec
   button = tv
   config = tvtime &
   config = tvtime-command QUIT
end

However, I tried doing the same for Xine and it does not work.  It 
launches another copy of Xine.  How do I fix it?
begin
   remote = myremote
   prog = irexec
   button = dvd
   config = xine -f dvd:// &
   config = Quit
end
