Short answer: No.

Long answer: xine is 32Bit software and needs a 32Bit operating system. It 
might be possible to somehow port xine to 16Bit systems, but I doubt that 
there is an appropriate compiler available that will create such code. In 
addition, xine needs either DirectX or X11 to actually output any video. Both 
are not available before Windows95.
